Sodium lauryl sulfate (SLS) is an active ingredient found in toothpaste that may cause chapped lips or irriation. It acts as a soap which helps thicken your toothpaste, foam, and dissolve plaque. If your toothpaste contains sodium lauryl sulfate and is causing irriation then try switching to a SLS-free toothpaste.
