While accusations against Maduro are clear—narco-terrorism, drug trafficking, weapons and explosives offences—the precise case against Flores has sparked frantic speculation inside and outside the country.

Cilia Flores: More Than a First Lady

Born in 1956 in Tinaquillo, Cilia Flores worked originally as a criminal lawyer, gaining notoriety when she defended Hugo Chávez after his failed coup in 1992. Her alliance with Chávez marked the start of her political ascent. Over the years, Flores has been much more than just Maduro’s spouse: she’s served as Attorney General, President of the National Assembly, legal advisor for the ruling PSUV party, and crucial fixer for the so-called Bolivarian Revolution. Two of her nephews were previously convicted in the US for drug trafficking. Experts highlight how pivotal Flores is to the chavista framework. Tiziano Breda from ACLED told Newsweek that her detention could be just as destabilising as Maduro’s:

“Her capture might have a comparable political impact to that of Maduro”

International reaction is deeply split. On one side, Donald Trump has hailed the success of the US operation, promising that Maduro and Flores “will face American justice”. Venezuela’s current interim leader, Delcy Rodríguez, along with many of Flores’ closest allies, have denounced it all as aggression and a breach of sovereignty.
